5th International Congress of the “Commission Internationale Permanente pour l'Étude des Maladies Professionnelles“

The Budapest Congress Proceedings are published with a Latin title (“Congressus V. Internationalis Medicorum pro Artificibus Calamitate Afflictis Aegrotisque”) and it is as well a congress jointly regarding the two issues of work accidents and occupational diseases, but the work accident component clearly prevails as to scientific content and organizational aspects. Actually the Members of the Bureau of the Permanent Commission of Occupational Diseases are not present unlike the International Work Accident Permanent Committee playing a major role. Besides, the Budapest venue strongly limits participation: there are very few Anglo-Saxon and francophone speakers while many attendants are German and also Italian.

Role of governments and national institution

In 1928 Italian Proceedings are only published by the Italian Workers’ Compensation Authority and therefore are missing in the Book of Proceedings. In general also in the following years up to the 2nd World War, great attention by the government is focused to prevention and work accident policies.
